Fin Min offers obligatory licenses on tobacco production, wholesale
MOSCOW, Jul 26 (PRIME) -- The Russian Finance Ministry has elaborated a draft law regulating production and sales of tobacco products with obligatory licensing of manufacturing and wholesale, according to the document seen by PRIME on Monday.
"The bill envisages licensing of the following activities: production, storage and supplies of the ready tobacco products and raw materials, production, storage and supply of ready tobacco products, wholesale of tobacco products, wholesale of raw materials," the statement read.
The duty that will be introduced if the bill enters in force, shall not be burdening and shall not create an excessive financial load for the legal market players. The bill can enter in force on September 1, 2022 but some stipulations can start to be applied from April 1, 2022.
The licensed tobacco products shall be automatically registered with the Unified State Automated Information System for alcohol, and the producers of unlicensed goods will be obliged to send the information to the system manually. The wholesale companies will also have to update the information about unlicensed goods to the system.
